Absolutely. Leave this to governments? Feh. If we're really about freeing Iraq (I really doubt that's what the US government is in it for, but as individual Americans as well as interested furriners, we can be) we ought to do it ourselves. A fully-functional means to communicate and share information is the best hope of keeping some people's imperial or profiteering tendencies in check.
